Regional Centres

The ICHR has two regional centres established at Bangalore and Guwahati, which plan and carry out a series of programmes in keeping with, and for the promotion of, the ICHR's avowed aims. The Southern Regional Centre (SRC) is headed by Dr. S.K. Aruni and the North Eastern Regional Centre (NERC) by Shri Uttam Bathari.

Both these centres undertake a number of activities, like arranging library resources, providing support to theme-oriented seminars, organizing lectures by eminent Social Scientists, expanding networks with History departments, exhibiting the ICHR's publications in various seminars/congresses held in the region and providing information about grants to research scholars.

The SRC celebrated Foundation Day on 28 March 2006. It organized a lecture by Professor K.N. Panikkar, Member ICHR, who spoke on Resistance as a Source of Alternative Modernity.

Under the Periodical Lecture Series the following two lectures were delivered at the SRC:

1. Professor P. Jagadeeshan, former Vice- Chancellor, Bharatidasan University, Thiruchirapalli, spoke on Social Justice and Challenges in Contemporary India, on 23 January 2006.

2. Professor Arun Bandopadhyay, Nurul Hasan Professor of History, University of Calcutta, spoke on How was Land Owned and Controlled in Tamilnadu in the 19th Century? The Unfolding of the 'Mirasi' Question, on 9 June 2006.

The SRC has printed as occasional papers, 12 lectures that were delivered there on various occasions. These were released, on 23 June 2006, by Professor M.G.S. Narayanan, former Chairman, ICHR, and received by Professor S. Chandrashekar, Dean, Faculty of Arts, Bangalore University. Professor H.A. Ranganath, the Vice-Chancellor, Bangalore University, was the chief guest and Professor D.N. Tripathi presided over this release function.

The Lecture Series Research Papers,brought out by the SRC are listed below:

  1. Indian Inscriptions - A Study in Comparison and Contrast, by K.V. Ramesh.
  2. A Historical Survey of Seafaring and Maritime Networks of Peninsular India, by Himanshu Prabha Ray.
  3. History Under Siege: Three Defining Influences on Historiography in the 20th Century, by P.P. Sudhakaran.
  4. Folk Traditions and Archaeology of Andhra Pradesh, by M.L.K. Murty.
  5. Chitradurga in the Early 1800s: Archaeological Interpretations of Colonial Drawings, by Lewis Barry.
  6. The Process of Tribal Land Alienation and Disempowerment in Wayanad, Kerala, by K.K.N. Kurup.
  7. Shifting Paradigms of Nationalism, Ethnicity and Language in Tamil Nadu, by N. Rajendran.
  8. Temple Patronage In Medieval Karnataka with Special Reference to the Banavasi 12000, by Rajaram Hegde.
  9. Did Slavery Exist in Ancient India? Forms of Servitude Down to the Mauryan Age, by Rajan Gurukkal.
  10. Social Justice and Challenges in Contemporary India, by P. Jagadeeshan.
  11. Administrative Divisions of the Vijayanagara State, by Y. Subbarayalu (under print).
  12. Cultural Construction of an Indian Region: The Andhra/Telugu Regional Identity, 12th to 20th Century, by Atlury Murali (under print).

The third meeting of the Monitoring Committee of the SRC was held on 5 March 2006. It was attended by Professors K. Paddayya, Y. Subbarayalu and Rajat Kant Ray. Also present were Professor D.N. Tripathi (Chairman) and Dr. P.K. Shukla (Member Secretary).

Various important decisions revolving around the academic activities of the SRC were taken.

The Library-cum-Documentation Unit of the SRC has added 670 new titles to its collection. Of these 314 are new purchases while 356 are complimentary. The library has continued to subscribe to reputed academic journals. The unit has made efforts to procure rare collections. It has acquired 272 rare titles of medieval Indian history from Sri Adya Ramacharya, Bangalore. A total of 1,058 readers have consulted the Library-cum-Documentation Unit during the period under report.

The SRC has taken steps to collect the data of historians of southern India for preparation of a Directory of Historians. In this regard, 300 forms have been collected and the process of compilation of this data has been initiated.

The SRC put up sale counters for the ICHR publications during sessions of the Karnataka History Congress (6-8 January 2006), Andhra Pradesh History Congress (7-8 January 2006) and the South Indian History Congress (3-5 March 2006).

The NERC has also been actively involved in helping scholars to carry out their research by providing efficient library infrastructure and organizing seminars. It has organized two national seminars in collaboration with the ICHR. These were:

1. Tribes, Peasants and Modern Identity in North Eastern India, circa 1800-2000 AD, from 5 to 7 April 2006.
2. From Orality to Writing: Understanding Hundred Years of Change in Mizoram, from 2 to 4 May 2006.

To mark the Foundation Day on 28 March 2006, Professor Tamo Mibang, Pro-Vice-Chancellor of the Rajiv Gandhi University, Itanagar, was invited to give a lecture on Donyi Polo Movement in Arunachal Pradesh. It was chaired by Professor A.C. Bhagabati, former Vice-Chancellor of the same university.

The NERC had, under the Lecture Series Programme, organized the following talks by scholars:

  1. 1. Dr. Chandan Kr. Sarma, Department of History, Dibrugarh University, delivered on 3 March 2006 a lecture on State in Early Assam: Explorations in Instruments of Legitimacy. It was presided over by Professor Amalendu Guha.
  2. Professor Sajal Nag, Central University of Assam, Silchar, delivered on 27 May 2006 a lecture on Rain, Rain Come Again: History of Rain and Fine Weather in North East India. It was chaired by Professor M. Taher.
  3. Dr. Sanghmittra Misra, Centre for the Study of Culture and Society, Bangalore, delivered on 26 June 2006 a lecture on Erased Identities, Forced Boundaries: A Story from Colonial Goalpara. It was presided over by Professor Birendranath Datta.

Several steps have been taken to build and upgrade the of the NERC. To cater to the growing need for an inter-disciplinary approach to the study of all Social Sciences, books not only on History but also on Anthropology, Sociology and Political Science have been procured. A total of 196 books have been accessed. A proposal to purchase 116 more books is in the pipeline. Complimentary copies of 48 books have been received by the NERC. Fifty-four journals and periodicals have been acquired during this period. Rare books have been collected from different sources and photocopied for use of scholars. These are: Folk Tales of Assam (Hills), compiled by S.N. Barkataki; Atma Katha Ba Swarachit Jivan Katha; Assam Provincial Banking Enquiry Committee Report; and History of Bijni Dynasty, by Tarini Prasad Sen.

The NERC has actively taken part in different seminars/symposia/conferences/workshops conducted in the universities and research institutions of the North East. It has also distributed the ICHR's promotional material.

The NERC Monitoring Committee held its second meeting at Guwahati on 13 January 2006. Twelve members, consisting of senior faculty members from almost all the universities of the North East, attended the meeting, including two members of Council from Library-cum-Documentation Unit that region, Professors D.R. Syiemlieh and Tamo Mibang. Professor Rajat Kant Ray, Professor D.N. Tripathi (Chairman) and Dr. P.K. Shukla (Member Secretary) also attended the meeting. It discussed various matters relating to the academic activities and improvement of infrastructure of the NERC.

The NERC had in the period under report, around 3,000 visitors, who either consulted the library or inquired about the ICHR grants. Several foreign scholars and dignitaries also visited the NERC.
